I’m guessing you’re playing Island of Happiness (this guess is based on your earlier questions), but it would really help if you specified which Harvest Moon you are playing.
So you get milk by first hiring Gannon to build a barn (you’ll need money and wood), then you’ll need to buy a cow and milker (you get those from Mirabelle’s store). After that wait for your cow to grow up and then you can milk her once a day. But if you forget to feed her you won’t get any milk.
For Rice you have to first unlock the rice paddy. To do that get a yellow wonderful (you get wonderfuls by winning festivals and Chen will sometimes sell them in Winter). Take that to Charlie when he is in his dad’s shop. Equip it to your hammer and you should get a scene where Charlie helps you break the boulder on your farm. After that you’ll be able to buy rice seeds. Now take your yellow wonderful and attach it to your hoe. Charge your hoe to plow the ground in the rice paddy because the ground is harder then in your field. Then plant the rice you don’t have to water it so you can just leave it. But rice takes a very long time to grow so you have to plant it early-mid Spring otherwise it won’t finish growing before Winter comes. Once the rice is fully grown you will have to take the yellow wonderful off your hoe and attach it to your sickle. Charge your sickle to cut the fully grown rice.
